Short answer
- Off-plan project delayed — Dubai, what to do: buyers in Australia should first confirm the official completion date in Dubai Land Department (DLD) records, then read their contract.
- Dubai law does not set automatic compensation for a late handover. The sale and purchase agreement (SPA) and, if disputed, a court or arbitrator decide.
- Many SPAs let the developer extend the completion date, often by up to 12 months.
- Sydney and Melbourne are 7 hours ahead of Dubai until 4 April 2027; Perth is 4 hours ahead all year.
- DFAT consular officials cannot intervene in commercial disputes, so escalation runs through Dubai bodies.

Off-plan project delayed — Dubai, what to do: buyers in Australia start here
Two facts decide your next move: what the DLD now records as the projected completion date, and what your SPA allows the developer to do. Find both before you write to anyone.
The SPA is the contract you signed with the developer. Skip to the branch that matches what you see.
Branch 1: the official completion date has moved
The extension clause usually settles this branch. Many SPAs give the developer a right to push back the anticipated completion date, often by up to 12 months, and Dubai law adds no automatic payout on top of that.
RERA, the DLD's regulatory arm, periodically asks developers to update the expected completion date of registered projects, so a changed date is routine on its own.
Before you email the developer
If the new date falls outside the extension period, a UAE-qualified lawyer is the next stop. See compensation for delayed handover from Australia for what a claim needs.
Branch 2: the date looks unchanged but the site seems slow
Check the completion percentage, not a broker's photos. Dubai REST's project status service shows the completion percentage, last inspection date, inspection report and site photos (Gulf News, 2023).
…stop paying the installment because the developer has stopped building?
Stopping payment can start the default process under Article 11 of Law No. 13 of 2008, as amended by Law No. 19 of 2020, so look at the facts first. The DLD FAQ says an investor can ask the DLD-approved project consultant for a letter confirming the completion percentage before paying. See the pre-payment routine for Australian buyers.
Logging in from Australia takes one extra step. Dubai REST limits foreign investors to UAE PASS or title-deed login, and UAE PASS offers a Visitor registration using your passport.
Branch 3: the project is labelled cancelled
A RERA cancellation triggers a full-refund rule. Under Article 11 of Law No. 13 of 2008, as amended by Law No. 19 of 2020, the developer must refund all payments once RERA cancels a project by a final reasoned decision.
Recovery depends on what remains in escrow, and the DLD calls the liquidation timeline indefinite. Read what happens to buyer money after a cancellation.

If a "delay" comes with a request to pay a new account, call your bank to stop the transaction, report to Scamwatch, and use ReportCyber if money was stolen. The Scams Prevention Framework is not a mandatory reimbursement scheme, and its bank obligations start no earlier than 31 March 2027. Before any transfer, compare the account against the registry record.
