Getting an EOI refund in Dubai from the US: a five-step playbook

Chasing an EOI refund in Dubai from the US? Find the terms that govern it, make a dated written request, use your bank's wire recall and report to IC3.

Short answer

  • An EOI refund in Dubai from the US depends on the developer's written terms: no DLD or RERA rule on EOI refunds in Dubai was found.
  • An EOI (expression of interest) is an early payment to register interest in a launch, usually before any SPA is signed.
  • Abu Dhabi is different: under rules announced in February 2026, ADREC requires EOIs on its Madhmoun platform, with funds in a supervised escrow account.
  • The CFPB gives you 30 minutes to cancel an international transfer over $15 and 180 days to report an error, but a refusal to refund is not clearly an "error".
  • If you suspect fraud, report to the FBI's IC3 and the FTC, and ask your bank for a recall.

An EOI refund usually turns on the paperwork you got when you paid. The steps start there and escalate only as needed.

How do you get an EOI refund in Dubai from the US?

You ask the party holding the money, in writing, under the refund terms you were given, and keep proof. In Dubai, EOI terms, including whether and when the money is refundable, are set by the developer; no official Dubai rule on EOI refunds was found.

  1. Find the governing terms

    EOI form, receipt, emails.
  2. Identify who holds the money

    Developer, broker or escrow.
  3. Send a dated refund request

    One email, one deadline.
  4. Escalate in Dubai

    DLD settlement or a lawyer.
  5. Use US channels if fraud

    Bank recall, IC3, FTC.

Step 1: Find what governs your expression of interest refund

Gather the EOI form, receipt, sales emails and chat messages. The refund clause, or its absence, is the starting point.

Portal content says EOIs are "usually refundable or partially refundable, depending on the developer's terms", but that is not an official rule and is unverified for Dubai.

Step 2: Identify who is holding the money

Look at the beneficiary name on your wire confirmation. It may be the developer, a broker or an escrow account. Off-plan buyer payments belong in escrow under the DLD FAQ, yet nobody has confirmed that a pre-SPA EOI qualifies.

Step 3: Send one dated written refund request

Write to the party named on the wire. Quote the refund terms, the amount in AED and USD, the date paid and the account it went to, and ask for a reply by a specific Dubai date. One clear email is easier to escalate than ten phone calls.

Example: a hypothetical EOI of AED 50,000 equals about $13,615 at the AED 3.6725 peg. State both figures in your request.

Step 4: Escalate in Dubai if the EOI is not refunded by the developer

If the reply deadline passes, the DLD may try to settle developer–buyer disputes, though it cannot cancel contracts. Beyond that, a claim goes to the Dubai Courts. Our dispute route map for US investors sets out each forum.

Step 5: Use US channels if you suspect fraud

If the seller has vanished or the project does not appear in DLD records, treat it as possible fraud. The FTC says to contact your bank immediately and ask it to reverse a bank transfer, and to report at ReportFraud.ftc.gov. The FBI describes ic3.gov as "the main intake form" for online-enabled scams.

A recall is a request, not a reversal. Wise's documentation says recalls can take several weeks, require the recipient's explicit acceptance, and depend on the beneficiary bank's cooperation. Regulation E also excludes Fedwire and similar wire systems.

For the pre-payment view, read what an EOI is before you pay one; if you have since signed, see the booking deposit refund playbook. The global EOI refund guide and the index of US-buyer guides cover the wider picture, and you can check a project and developer before your next payment.

EOI refund questions from American buyers

Is an expression of interest refund in Dubai automatic for American buyers?
No Dubai law makes an expression of interest refundable, for American buyers or anyone else. In Dubai, EOI terms, including whether and when the money comes back, are set by the developer. That is why the written terms you received when paying, and the name on your wire confirmation, decide how a refund request is handled.
What can US investors do if an EOI is not refunded by the developer?
If an EOI is not refunded by the developer, US investors can send a dated written request quoting the refund terms, then ask the Dubai Land Department to attempt an amicable settlement, or instruct a UAE lawyer. Where fraud is suspected, report to the FBI's IC3 and the FTC and ask your bank for a wire recall.
Does EOI money in Dubai go into an escrow account?
For Dubai, no official rule requiring EOI money to go into escrow was found. The escrow law covers payments from buyers of off-plan units, and it is not confirmed that a pre-SPA EOI counts. Abu Dhabi differs: ADREC requires EOIs on Madhmoun with funds held in supervised escrow.
Can my US bank get my EOI payment back from Dubai?
A US bank can ask for a recall of an international wire, but a recall is not a reversal. Wise's documentation says recalls can take weeks and depend on the receiving bank's cooperation. The CFPB's 30-minute cancellation window applies only before the money has been deposited.
