Dubai off-plan handover date changed: how American buyers verify the new date

Handover date changed on your Dubai off-plan unit? American buyers can verify the official date, compare it with the SPA and log what the seller promised.

By HomeProof Research TeamUpdated 5 min readDubai law · every fact with a source

Short answer

  • When the handover date changed on a Dubai off-plan unit, American buyers should compare three dates: the DLD record, the SPA and the sales pitch.
  • RERA periodically has developers update each project's expected completion date, which the Dubai REST app shows.
  • From the US, Dubai REST login usually runs through a UAE PASS "Visitor" account opened with your passport.
  • Many SPAs let the developer extend the completion date, often by up to 12 months, so a new date is not automatically a breach.

Handover date changed on a Dubai off-plan unit: the American buyer's checklist

A changed handover date is a fact to verify against the official record and your contract before you react. Five steps turn the announcement email into a dated file a lawyer can use.

  1. Open a UAE PASS visitor account

It is your way into Dubai REST from the US.
  2. Read the DLD date

Note the projected completion date and percentage.
  3. Pull the SPA date

Note the anticipated date and the extension clause.
  4. Write down what you were told

    Brochure, email or expo booth.
  5. Compare and file

Three dates side by side, with sources.

Step 1: How do I get into Dubai REST from the United States?

Create a UAE PASS account through the Visitor path, using your passport. UAE PASS is the national digital identity; Dubai REST is the Dubai Land Department's (DLD) official property app.

The app's version notes limit foreign-investor login to UAE PASS and title-deed options. Off-plan buyers usually hold only an Oqood, the provisional registration certificate, so UAE PASS is the practical route (our reading; the DLD does not say it directly). Setup means a passport scan, a home mobile number and a face scan.

Step 2: What new completion date does Dubai REST show US investors?

Dubai REST shows the projected completion date, completion percentage, last inspection date and site photos. RERA, the DLD's regulatory arm, asks developers to update those figures during periodic reviews.

No UAE PASS yet? The DLD website searches completion status by plot number, project number or name, or you can look up the project's registry dates.

Step 3: What does my SPA say about the anticipated completion date?

Your SPA (sale and purchase agreement) sets the anticipated completion date and usually lets the developer extend it, commonly by 6 to 12 months, according to law-firm commentary.

Find the date, the extension right and force majeure. Dubai law sets no automatic compensation for late handover, so those clauses decide your position.

Step 4: How do I record what the seller told me in the US?

Write down every date you were promised, with where and when you heard it. Dubai property is marketed in the US: the DLD supported the America Property Exhibition in Miami (September 15–17, 2025), and DLD-backed roadshows visited Chicago and Dallas in 2018.

Step 5: How do I compare the dates and keep a clean file?

A side-by-side table shows quickly whether the change sits within your contract. Date each check and keep screenshots.

Example: three dates for one unit (hypothetical)
SourceDate shownWhere it comes from
DLD recordQ4 2028Dubai REST projected completion
SPAQ4 2027 + 12-month extension rightYour signed contract
Sales pitchQ2 2027Brochure or expo conversation

Example: here the DLD date lands at the end of the SPA's extension window, so the change may fall within the contract; the sales-pitch date appears nowhere in it.

Stamp each check in both time zones. Dubai (UTC+4 all year) is 8 hours ahead of New York and 11 ahead of Los Angeles until November 1, 2026, then 9 and 12.

What if the new date pushes past my SPA's extension window?

A date beyond the extension period is the point to take UAE legal advice, not to stop paying. Missed installments can lead to termination under Article 11 of Law No. 13 of 2008, as amended by Law No. 19 of 2020.

The State Department can list UAE attorneys but cannot recommend one. See the global guide to a changed Dubai handover date, the US buyers' hub for Dubai off-plan problems, and checking construction progress before a payment.

How do US buyers check the completion date in Dubai REST?
US buyers check the completion date in Dubai REST by signing in with a UAE PASS account, usually opened through the passport-based Visitor path. The Dubai Land Department app then shows the projected completion date, completion percentage and last inspection.
Is a changed handover date a breach of my Dubai SPA?
A changed handover date is not automatically a breach of a Dubai SPA. Many SPAs let the developer extend the anticipated completion date, often by up to 12 months. Whether a specific change breaches your contract depends on its wording and, if disputed, on a Dubai court or arbitrator.
Does the date I heard at a US property expo count?
A date heard at a US property expo may differ from the date in your SPA, which is the signed contract. Keep the brochure or message that states the expo date, note the event, and compare it with the SPA and DLD record. A UAE-qualified lawyer can say whether it carries weight.
Who updates a Dubai project's completion date?
The developer updates a Dubai project's expected completion date and completion rate when RERA, the Dubai Land Department's regulatory arm, asks during periodic reviews. If the technical report behind those figures is over three months old, the developer pays a fee.
