Short answer

  • Cancelled real estate project, Dubai liquidation, UK buyers: the process runs through the Special Tribunal for Liquidation of Cancelled Real Property Projects, set up by Decree No. 33 of 2020.
  • The tribunal's decisions are final and enforced by the Dubai Courts' Execution Court; other Dubai courts, including the DIFC Courts, cannot hear these disputes.
  • The DLD's Real Estate Projects Liquidation Section pays out escrow funds "in full or proportionally" and calls the timeline indefinite.
  • No UK body can speed this up: the FCDO cannot intervene, and the FSCS does not cover land investments.

Cancelled real estate project, Dubai liquidation (UK buyers): what is it?

Liquidation collects what is left of a cancelled project and shares it among those owed. Your claim joins a process run in Dubai, and the amount returned depends on what the project's escrow account still holds; the DLD says timing depends on complete documents, amounts and eligible persons.

Which tribunal handles cancelled projects in Dubai?

The Special Tribunal for Liquidation of Cancelled Real Property Projects. Decree No. 33 of 2020, announced on 15 December 2020, created it to replace the judicial committee set up by Decree No. 21 of 2013.

According to the Dubai Media Office, the tribunal:

  • Has members appointed by the Chairman of the Dubai Judicial Council
  • Handles unfinished, cancelled and liquidated projects, including RERA-cancelled ones
  • Can direct escrow trustees
  • Excludes other Dubai courts, including the DIFC Courts, from these disputes

Can you use the special tribunal (cancelled projects, Dubai) from the UK? Yes, in practice through a UAE-qualified lawyer. The FCDO's "Find a professional service abroad" lists English-speaking lawyers, but says the lists are not recommendations.

Escrow liquidation, Dubai (UK investors): how does it work?

Distribution starts from the escrow account opened in the project's name. Under Dubai Law No. 8 of 2007, buyers' payments go into that account, which can be used only for the project and cannot be seized by the developer's creditors.

Article 15 says that for an unfinished project, the escrow agent must consult the Land Department and act so the project is completed or depositors are refunded.

  1. Request your escrow records

Under Article 12 of Law No. 8 of 2007, ask the escrow agent for copies of the records showing your deposits.

  2. Reconcile with UK statements

Line up each sterling transfer from your UK bank with the dirham amount credited, so you can prove the total paid.

  3. Collect contract evidence

Keep the SPA, the Oqood certificate and every receipt. Eligibility depends on complete documents.

  4. Lodge through your lawyer

Ask a UAE lawyer how to lodge your claim.

How much have buyers recovered in past liquidations?

Past recoveries were often partial and slow. Gulf News reported in 2018 that more than 150 projects were listed as cancelled in Dubai Courts records, most launched between 2005 and 2008. This is historical, from the 2008–09 crisis era.

Court cases then took about two to four years. Since Law No. 19 of 2020, a RERA cancellation requires a full refund, but collecting it still depends on what escrow holds.

Is there any UK route to recover the money?

Not through UK compensation schemes. The FCA says land investments are not regulated by it, so the Financial Ombudsman Service and the FSCS are not available.

When should I contact the DLD or my lawyer from London?

Aim for UK mornings. The UAE runs on UTC+4 all year, so Dubai is 3 hours ahead of London during BST and 4 hours ahead on GMT, which runs from 25 October 2026 to 28 March 2027.

Read what happens when a Dubai project is cancelled for the refund rules, the UK guide to developer disputes for wider claims, and how to verify the escrow account. The UK buyers' hub lists every guide, or you can check a project's registry record first.

Who decides payouts when a Dubai project is liquidated?

Payouts in a Dubai project liquidation are handled through the Special Tribunal for Liquidation of Cancelled Real Property Projects, created by Decree No. 33 of 2020, and the DLD's Real Estate Projects Liquidation Section. The DLD says escrow funds are distributed in full or proportionally, depending on what is available in the account.

Can UK investors appeal a special tribunal decision on a cancelled Dubai project?

UK investors cannot appeal decisions of Dubai's Special Tribunal for Liquidation of Cancelled Real Property Projects in the usual way. The Dubai Media Office described its decisions as final and incontestable, enforced by the Dubai Courts' Execution Court, and other Dubai courts, including the DIFC Courts, cannot hear these disputes.

How long does escrow liquidation in Dubai take?

Escrow liquidation in Dubai has no fixed end date. The DLD FAQ describes the expected time as indefinite, depending on whether documents, amounts and eligible persons are complete. Historically, Gulf News reported in 2018 that court cases over cancelled projects took about two to four years.

Can the British Embassy push the liquidation along?

The British Embassy cannot push a Dubai liquidation along. FCDO guidance says it has no authority to become involved in private legal matters overseas, intervene in another country's processes or mediate. It does publish lists of English-speaking lawyers, which it says are not recommendations.
