Short answer
- Dubai off-plan problems for UK buyers cluster at six stages: EOI or deposit, instalments, delays or cancellation, exit or resale, handover and service charges, and disputes.
- Dubai rules decide outcomes: off-plan payments belong in the project's escrow account under Dubai Law No. 8 of 2007, and the DLD can mediate but cannot cancel contracts.
- From the UK, the APP fraud reimbursement scheme covers UK-to-UK Faster Payments and CHAPS only, so a transfer to a UAE account falls outside it.
- Suspected fraud in England, Wales and Northern Ireland goes to Report Fraud (0300 123 2040); in Scotland, call Police Scotland on 101.
Why do Dubai off-plan problems for UK buyers need a stage-by-stage view?
Because the right fix depends on where you are in the purchase: a refused EOI refund, a late handover and a disputed service charge involve different rules and documents. From the UK, distance adds a layer, and home protections mostly stop at the border.

What goes wrong at the EOI and deposit stage?
Early money is the least documented. No DLD or RERA rule on Expressions of Interest has been found, so EOI and reservation terms are set by the developer.
- What an EOI is and who holds it, for UK buyers
- Asking for an EOI back from the UK
- Reservation fees and booking deposits that were not returned
- Cash handed over at a Dubai sales office
What can go wrong with instalments?
Instalments go wrong when money misses escrow or runs ahead of real progress. The DLD's Dubai REST app shows a project's escrow account number and completion percentage.
- Confirming the escrow account before a transfer from a UK bank
- Payments that went to the developer instead of escrow
- Checking construction progress before each instalment
- After a missed instalment: the DLD notice and 30 days
What if the project is late or cancelled?
Dubai law sets no automatic compensation for late handover; your SPA and, if disputed, a court decide. If RERA cancels a project, all payments must be refunded, subject to what is left in escrow.

- Finding the current official completion date
- Whether late handover entitles you to compensation
- Refunds after RERA cancels a project
- The liquidation tribunal and escrow distribution
Can you get out, or sell before handover?
Yes, at a cost. Under Article 11 of Law No. 13 of 2008, as amended by Law No. 19 of 2020, a developer terminating for buyer default may keep up to 25% of the unit value below 60% whole-project completion, and up to 40% from 60%.
- Every way out of an off-plan contract, compared
- The 25% and 40% termination tiers worked through
- Reselling an off-plan unit while living in Britain
- When the developer will not issue a resale NOC
What surprises come at handover?
Handover brings snagging, area checks and the first service charge bill. In Dubai, service charges need RERA approval before collection, and approved rates are on the DLD's Service Charge Index.
- A handover checklist for owners based in the UK
- A service charge bill above the brochure figure
- Looking up approved rates on the RERA index
Where does a dispute go when a Dubai property went wrong for UK buyers?
The DLD can attempt an amicable settlement; termination or compensation claims go to the Dubai Courts, or to arbitration if the SPA says so. UK government guidance notes Dubai cases can take many months and, on occasions, years.
- Building a paper trail when the developer goes quiet
- DLD settlement, Dubai Courts or arbitration: which route
What can UK authorities do, and what can't they?
UK bodies can record fraud and point you to lawyers, but cannot step into a Dubai contract dispute.
If you suspect fraud, from the UK
Still buying off-plan in Dubai from the UK? FCDO guidance advises insisting on a paper receipt. UK residents normally pay tax on overseas rental income, and Capital Gains Tax can apply on disposal (general information, not tax advice).
